I don't think many people would choose Naruto over Luffy as a character. Luffy is incredibly cheerful, and brightens the whole mood of the anime. Naruto is usually just annoying, but I didn't finish either one of them. Stopped at around episode 700 on both I think, since I got bored, so I can't really say if their personalities change later on.
