By asking local businesses I assume you mean small businesses, family owned or people who have a genuine connection to the area for example, maybe where they grew up. In that case I would say you're targeting the wrong demographic. Small local businesses are already struggling to compete with huge tax avoiding corporations. It's the big businesses that should be contributing towards local development. (I'm not a business owner)
