Dude, it's not about being an expert or having a skill. It's about being respectful and genuine. You can't just have a one-size-fits-all approach to talking to women. It takes practice and getting to know the person. And if you're not sure, just ask questions and listen. It's not rocket science.

I would say no it doesn't come down to parenting, my parents were the absolute worst but I'm able to talk to pretty much anyone. I woud say it just depends on the person, but more times than not you will run into someone who doesn't know how to have a conversation unfortunately
