We have a cat that has licked a patch on her hip so bad the fur AND the top few layers of skin are gone. (Flea allergy, yes she's been treated, she was like this when we rescued her) We finally found a doggy jumper that did her and now she can't lick it. We can't put a cone on her because the dogs would then use her as a chew toy.
