Hard to say. I don't like the Robin Hood angle in Oblivion, and I don't like the radiant quests in Skyrim. I don't like the progression system in Oblivion (or the enemy scaling dear lord), but...I dunno...I guess Skyrim if only because you build up the Thieves Guild base with more merchants over time, but I haven't played either in a long while
