I think the first thing that you need to do in such an apocalypse apart from finding resources is finding a sustainable shelter that has a good view of the surrounding area. If you can protect yourself then you can protect others, by creating a gated community in the end it can be like in The walking Dead where numbers survive. But to answer your question a combination of both one should pick the battles they can win
