I believe rehabilitation should come before punishment whenever possible. Children are still learning, and many end up in conflict with the law because of circumstances they didn't choose. Holding them accountable is important, but giving them the opportunity to heal, learn, and become better members of society creates lasting change. Punishment alone may stop a behavior temporarily, but rehabilitation has the potential to change a life and that benefits everyone.
