Depends. Some people are just bad at describing things, despite completely understanding it. Having linguistic skills are necessary for that.

Yes but to a certain limit. The audience needs to have at least a basic idea of some of the concepts or it's going to be a lecture series starting from very fundamental concepts. I think the quote is through the eyes of a lecturer in academia though, where the audience is expected to have some basic background knowledge. Sometimes it's not the explainer's fault but his audience is just not not up to PAR. This is a great way of leaning something. Try to break things into simple chunks to make it possible for non-experts to grasp the main concepts. Test how well you can explain these complicated concepts and find holes in your own understanding.
