For me, Frollo is the most real and sick villain Disney has ever made. He has no powers, he's not a witch or a monster, he's a man with power... and that's the most dangerous thing. He justifies himself with religion, he believes that everything he does, even the worst, is "by divine will." That's the evil that scares me, the kind that believes itself to be just. He desires Esmeralda, but hates himself for wanting her, so he wants to destroy her. The desire poisons him, but instead of admitting it, he blames her. His death isn't punishment, it's poetic justice. The fire he wanted to use to purify him swallows him up.
