Do u have to understand lyrics to understand a song?
im confused because I listen to songs with lyrics i dont understand from other languages and I know what the songs are about by the music itself and the tone of voice and emotion played in the song and I dont need to know the language to know what they're singing about and I thought everyone could do that but a lot of my friends say they like it but they dont understand it and im confused because I understand it and I dont speak the language either, do people not understand the story music tells just by the sound?

Not necessarily....you don't need lyrics to enjoy a musical tune. But lyrics can add more meaning to a song :)

I can understand that, but to me the only thing lyrics give me are specific names otherwise I understand everything else that's going on without knowing the lyrics

What i was trying to say is that I thought everyone could listen to the sound and feel the emotion played and read it like a book, music is a language for me like I can understand it just like English or French

No, that's what ballet is all about, for example. Or listen to the musical breakdown at the end of "Kate McCannon" by Colter Wall, where he uses intensity of an instrumental to convey shock flowing into depression, flowing into murderous rage without a word said.

I think what I said is being misunderstood, I understand music like a language, the sound tells me the story and I can understand it like English or French

You don't understand it, you understand the feelings it evokes in you. There could be creative metaphors or clever play on words in the lyrics and it could be talking about something different than what you had in mind and you wouldn't even know about them because of the language barrier.
