This is a loaded question. Because, often times the road to hell is paved with good intentions. Just because someone has potential it doesn't mean they need to realize it nor fulfill it. Not having it and wanting it is what drives our species though. People fail to realize this within themselves. Human nature is competition and survival. Someones personal ideal of their potential could be good to them but bad to us. Let that sink in.

Neither actualy bc having the potential and not using it means all you gotta do is realise it, while not having it and want it means you gotta work for it. So it's not which is worse but which is more difficult
