At the societal level, the established expectations of the society for how people should behave. Positive and negative reinforcement are powerful tools for affecting behavior at statistical levels. I expect that this is why there can be (often violent) backlash when a group of people transgress norms in an overtly visible way. The majority (or, at least, those in power locally) want the transgressors to either stop existing or stop visibly existing.
