Generally I've noticed people accept likes from out of area, because there aren't enough people on the app in their (or anyones) current area. Eventually the long distance idea wears off, or they find someone closer to them that they might actually meet....That is if they have intentions of actually meeting, many are here just to chat when they are bored or to boost their self confidence
