Saying "I like you" usually isn't enough to convince most people that you aren't simply playing the game and saying the same thing to everyone else. Next time try telling the person you're interested in *why* you like them. Go into detail if you can. Are they funny? Kind? Intelligent? Thoughtful? Unique? Etc. Whatever they are to you, tell them. If you think you've connected with someone enough to move past the "crush" phase and are entering into the "like" phase, try letting them know what it is about them that has piqued your interest beyond the superficial.
