Born on April 20, 1923, in Rockwell, North Carolina, Kluttz's football career began in high school, where he quickly established himself as a talented player. After serving in World War II, he continued his football journey at the University of North Carolina, where he played for the Tar Heels and earned All-American honors.

In 1947, Kluttz's professional career began when he was drafted by the Baltimore Colts (now the Indianapolis Colts) in the 10th round of the NFL Draft. He played for the Colts for four seasons until 1950 and quickly gained a reputation as a tough and versatile player. During his time with the Colts, Kluttz primarily played center but also contributed as a fullback and linebacker, showcasing his versatility and athleticism.

After his playing career, Kluttz took on coaching roles in college football. He served as an assistant coach at his alma mater, the University of North Carolina, from 1952 to 1954. Kluttz then transitioned to the professional level as an assistant coach for the Los Angeles Rams from 1955 to 1957.
