Garland was a sturdy and durable pitcher known for his powerful right arm. He was originally drafted by the Baltimore Orioles in the first round of the 1969 MLB draft. After a few years in the minor leagues, Garland made his MLB debut on September 5, 1973, with the Orioles. In his rookie season, he displayed great promise, earning a 1.90 ERA in 9 starts.
One of the highlights of Garland's career came in 1976 when he posted a brilliant 20-7 record for the Orioles, leading the American League in wins that season.
