Fashion advice for a cosplay

Planning to do this little imp soon (not my art, will credit if anyone knows) after her glow up in the recent short episode, anybody got advice on how to make the pieces? Horns I'm thinking can be layered foam attached to a headband maybe? Tail I'm stumped on. #fashion for the clothes but I know I'll have to edit another top to get the same lengths and effect 'cause it doesn't exist outright. Literally not a clue for the wig. Pls help
