There are a certain number of people who find pleasure in other people's misery in this world. I see it's ill. 

My neighbor has been peeking at me, and I see her coming outside every time I leave my place. It's like pretending that she comes outside coincidentally. 

It's one example. There are several occasions that indicate harassment that cannot be considered legal matters in my area.

Subtle bullying/harassment is hard to address and pursue legal actions.
