Seems like the first person was shot by the guy in purple so the police response would've been escalated from the start. The refusal to drop his weapon and his agitated mannerisms would make any responder react drastically like that. Though when it comes to armed gun responses I wouldn't know much since my police service in London don't even carry batons anymore, let alone pistols

Officer should have noticed gun from beginning upon approach, as it was clearly visible. 2nd officer shouldn't have gone in to try to grab the gun. Shoot until threat is nullified would be appropriate although the situation wasnt approched properly by either officer. That pistol does still have 12-18 rounds still in it.
