Some people break the law because they have no choice. Some people have a choice, but they think they don't. Some people.know they have a choice but they don't see why they have to bother making the right choice. Some people just think making the wrong choice is the smartest thing they can do, and they even feel proud of it. And some people know they'll never pay for breaking the law.

Unfortunately people have this thing called free will and choice so other people came up with โguidelinesโ to restrict behaviors deemed harmful or destructive to the larger society. And rules are made to be either followed or broken so itโs very up in the air on how people want to approach life.

I think some people perceive rules as a threat to their sense of agency. Some people are fiercely independent.
