Yes. It does steer the back wheels. Why? Because without it, it'd be similar to driving a semi-truck. The length makes tight corners almost impossible without using the entire intersection. Also not every street can accommodate longer vehicles so the turning of the rear axle allows the rear to swing over allowing it to make tighter corners. The driver and tiller (rear driver) have to work in sync when responding to calls and positioning the rig at incidents. (edited)
