Seeing cell like things at night

Has anyone ever saw tiny blue circles in cluster like a honeycomb with like a nucleus in the middle of each circle and also like red dots, sort of like startic? I do, and for me it blue circles would be on it own and same for red dots but sometimes both would cluttered together. Is it just me?
