If you could design a city with unlimited budget, how would it be different from today's population centers?

I think mine would be based on Buckminster Fuller's cloud 9 tensegrity sphere, with thin film solar on the upper hemisphere for power, and supplementary ionic lifters for altitude control. What kind of planetary government you think would yield best outcome?

A current structure with a number of superpowers, completely balkanized world with small unaligned states, single planet state or no state at all?
