Does anyone feel, art is completely subjective... What maybe a masterpiece for someone may not be understood by someone else. There is no common ground to rate art in any form.

Depends on the artist on how they relay the message. Is it in your face proving something or left for interpretation? I've seen scribbles pranks and splatters sell for multi millions so people obviously find value in ambiguity. Not all art is completely subjective though ⬅️ (edited)

Well, yeah. It's good art if it manipulates your emotions. But not everyone has the same feelings. Take comedy (performanc art!), for example: You might think something is hilarious, but I think it's disgusting. Either way, they both made us feel something. So, subjective, but still good!
