Why italy was bad at tanks

The most interesting part about researching the Fiat 2000 comes mostly from the fact that due to the lack of heavy tanks in 1918 Italian high command thought that only light tanks were necessary as well as armoured cars, thus never really pushing for a modernization or for heavier vehicles until 1940. This was mostly due to the fact that Italy had, for the entirety of the war, experiences with armoured cars and thought that heavier vehicles would lack the manuverability to achieve the same results. So with a fleet of 2 FIAT 2000, 1 Schneider CA 1 and about 15-18 (can't recall the exact number) of Renault FT-17 (one of which mounted a Breda cannon turning it into Self propelled artillery) Italy never faced german tanks which were believed to be soon delivered in Italy in 1918, but rather won without ever using them and thus without gaining experience with heavier vehicles. Therefore, despite being the 4th nation in the world to design, develop, test and build a tank, Italy remained far behind other key players of ww2 (situation worsened by the relatively low percentage of industries and the fact that a lot of scientists and engineers fled Italy during fascism).
