It appears to be a Cross Orb Weaver.
It made its net(s) at a highly trafficked bridge. 
Plenty nocturnal insects seek light sources/have the moon as light source as a navigation reference and get confused by modern light sources. It is also natural for animals to seek water sources, therefore luring nearby such is beneficial.
Looking at the net it is highly obvious she's not starving, just ready for a big meal, got her snacks scattered around.
I can't identify the gender. 
Saw a few smaller ones around the bridge and plenty of nets. 
To me, spiders are a "Nutztier", which doesn't translate well in English. Nutztier means useful animal rather. Spiders eat some pests and blood suckers.

My Itsy Bitsy Spooder

Kidnapped a jumping spider a month or so ago and apparently she was pregnant 😬
Collecting what I can and will raise them till they’re big enough to be released but this is NOT how I wanted to spend my break lmao.

There was a little jumper living on this red plant holder in the yard. Fortuitously I noticed it was locked in on this fly and I caught it pouncing on its dinner. You can see the very small movements before it jumps. 🕷️

I'm sitting in my car with the windows down and I just noticed this tiny little spider crawling along the door. They wouldn't stop moving, making it very difficult to get a clear photo. I enhanced this the best I could with the picture editing app on my phone.

This little one lives in my car. I have no idea what they're eating, but they've survived in there all summer long. I worry that they won't survive much longer now that the weather is getting colder.

People reacted so well to Car Spider, here's another little one from this past summer. At the far end of one of the local ponds is a stone bridge. I stopped there to meditate and found this little one on a nearby stone.

A spider in the corner of your room is not plotting an attack. It's patiently waiting for a meal, building an intricate web, or simply trying to stay out of your way. When we react with a shoe or a scream, it's usually because we've startled them, and their quick retreat is just them trying to escape a creature thousands of times their size.
​Next time you see a spider, try to pause for a moment before you react. Watch it. Notice the complex patterns on its back or the incredible engineering of its web.
