What's the craziest, most out there NPC you've ever created or encountered in a game?

Just like the title says I want to hear about the craziest NPCs my fellow DMs have made and the craziest NPCs my fellow Players have encountered. I'll start us off with one of my own. Archmage Ser Tigglesworth the Third (first of his name). Once the familiar of the city's former Archmage, who was a master of divination and alchemy, Tiggles often helped his master with brewing potions. When his master died, peacefully in his sleep, Tiggles felt the enhanced intelligence granted by his bond with his master fading away. Rather than return to life as a normal cat however, he began to desperately brew potions of intelligence for himself, using a fortune in reagents to keep his intelligence. To honor his former master, he studied the ways of magic and after many years of careful study, finally learned the Wish spell which he used to make his enhanced intelligence permanent, so he could stop relying on potions to remain who he was. Now he serves as the city's new archwizard, and is a well respected and trusted advisor of the king using his art of divination to help predict events. Though he does his best to distance himself from his feline nature, Tiggles has a very caty and aloof persona that unmistakably belongs to a grumpy cat. He has little tolerance for frivolous endeavors and even less tolerance for having his studies interrupted. And while he is immune to the effects of catnip, he does however still groom himself as a cat does, and anyone who catches him doing so quickly becomes the recipient of the deadliest of death glares.
