It would be much more reliable and less prone for things to go wrong if instead of giving out loans to people who need it, you set up funded programs to help those people who need it. You could give 5000 dollars to someone homeless but they might be a chronic gambler and loose it all, or you could give that 5000 to a program to assist that homeless find a home and a job.
