Keeping this in mind... Is it wrong to be corrupt if almost everyone is corrupt in a least developed nations?

Ohhhh philosophy, and it depends on the person. Some would say no, while others would say be the better person and don't be corrupt. Some could also say you need to be corrupt to get ride of the corruption where you are at.

Rome was corrupt for two reasons. Power and Gold. Is it wrong to desire power? To desire great wealth? I'm not sure I know what you mean by the last part. All nations are corrupt by these two factors. Doesn't matter if developed or not. The fact is even in America the rich will get richer. The power generally will get poorer. Those in power their families have been in power for ages. Show me a poor president in the past 200 years. The closest you will find is the president who refuses to wear a jacket as the people didn't have jackets. And so he died from getting sick.

I think that phrase and your question are different. You follow local customs to survive and succeed. That doesn’t mean becoming corrupt. Something to ask is how much corruption you can ethically tolerate and then what you can practically do about the corruption. Sometimes being honest in your own private dealings is enough to change society over time.

Something hard to learn.
