You may want to look what has happened in the UK. In the last thirty years private firms have not looked after the infrastructure or built or maintained what is needed. Instead the private equity vultures have diverted money and used the profit to pay out billions in dividends and bonuses. This year brixam had to have the water shut off for several months due to cryptosporiodiosis causing illnesses. The company gave £250 to the people affected and paid out £191million in dividends. It is a system flawed and doesn't work. Every single water system in the UK has traces of harmful bacteria and raw sewage and our coasts have been poisoned. And now we are facing a massive hike in bills so the companies can fix what they neglected. Privatisation of essentials does not work.

Private sector has a better ability to maintain the quality. As much as it feels like it should be public we do not pay for water, we pay for its cleanliness and quality. And experience showed that the state doesn't do a better job with that. At least in my countries. (edited)

Mixed would provide the most competition which would inevitably keep things improving. If the public sector controls your water alone there is little incentive to improve on the status quo, likewise with fully privatized water you have profit over people which incentivizes companies to cut costs when it inconveniences them and to monopolize so as to keep competition down. Having a basic public sector that keeps a standard up forces companies to compete with a basic level of quality that the public sector provides and to put forth a better product (or at least cheaper) than the public sector can therefore driving up competition which in turn creates a better product. It also keeps companies honest because if the public sector is able to provide a better quality water supply than the private sector can provide the private sector will die off. likewise the public sector is incentivized to maintain water distribution at adequate levels with higher and higher minimum standards thereby ensuring that water is clean and tastes better. Of course all of that is an ideal, knowing my government there would be backroom deals that hurt everyone but a small minority so 🤷
