A question to my Indian fellows

In Goa, Palolem beach to be precise, I keep seeing a cow right at the entrance of the local cafe pretty much every evening when I come by. Obviously, I do not come by very often, as I am an INTP. The question is, is that a regular thing across India, or does owner of that cafe attracts cows on purpose with some food for tourists' attention?
