Every philosophical school that separates these two has glaring issues. The real answer is both do. I'd say thoughts are harder to quantify. I'd say that on a macro level we can only take what people do to.define them. The same way the path to hell is paved with good intentions your thoughts only go so far. Yet, they mean everything. It much different to mistakenly do bad then to purposely do bad. Most legal systems differentiate this. So I guess the answer is yes.

Something hard to learn.

As someone who cares a little too much about everyone, I tend to get very mad and villainize people who hurt me. Instead I'm working on forgiving them and forgetting them and continuing on with my life without the weight of my anger.
