A rather stange plushie...

The other day, as I was hiking I passed by a local school. It was late, maybe 9PM, and I noticed a bunch of toys had been placed outside the school fence. Most were regular things, but there was also this two-headed hippo-snake there. To this day, I have absolutely no idea what this is.
