It’s a pity actually most compliments aren’t just that. They come with expectations. Especially if it’s a guy complimenting a girl I’d be very careful with the approach. But like someone said. If it’s just random remark. Say it and move on. Don’t linger around the topic or wait for a reaction. That can make the woman very uncomfortable.

I wouldn't do it in a professional environment because it could make things annoying. Other than that, fair game. Everyone likes receiving compliments; even the ones who suspect you're lying. Just don't be a creep about it, don't be obnoxious about trying to gussy your language up, and don't say it in a way that implies you expect some sort of reciprocation. If you want to be "safe", keep it simple: be friendly, state your opinion, then leave them alone. Short and sweet.

how a woman reacts to comments about her appearance depends on the individual, but focusing only on looks can be shallow and creepy.. women have so much more to offer than just their looks.. complimenting her on her character, intelligence, or accomplishments is much more meaningful.. looks are just one small part of who she is, and appreciating her for her deeper qualities shows that you value her as a person.. taking the time to recognize and acknowledge her unique talents and strengths will make her feel truly seen and appreciated..
