As one of those horridly shy males (working on it), I would definitely be flattered to be asked to a date by a woman. I feel no shame in it. Knowing what you want and going for it is attractive to a lot of people. And I'm in the US for reference.

I think part of it is culture. In America it's more common for women to approach though still judged if she approaches more than one as being desperate or "slutty". However, for me I never really got approached so I didn't start dating until I started approaching. But I'd approach as friends. Ask, "Hey, want to grab a coffee as friends?" That way they're less likely to judge. And only if a friendship develops and they seem honest, respectful, and a good person, only then would I admit my feelings. I've heard some men, especially religious or conservative ones, say things like, "If a woman approaches you it means she's low value" and unfortunately, I think they see it as a reason it becomes okay to treat the girl badly and try to get sex without intending to date. So I think it can be a good thing at times to move things forward if you're not getting dates, but it does come with risks. I would try to talk to the guy and make sure he is not judgemental towards women first. If he ever calls any women fat, sluts, stupid, etc. then avoid that person. If they say it about other people, it shows that's something this guy considers when thinking about the value of women, and men that judge women openly on their appearance or sexual morals is almost certainly going to be judgemental of women approaching. If you've talked to a guy who always speaks respectfully of women, doesn't say bad things about their ex, you're much more likely to get a good response if you initiate.
