Both. They aren't mutually exclusive imo. All choices require a level of conscious decision making even impulsive ones, but all of our conscious and subconscious thoughts are influenced in one way or another by the world around us and the experiences we've had.

According to the theory of determinism, everything that has ever happened in the existence of the universe, up until the beginning of the big bang, has a cause and a consequence. It's all a chain reaction from the inception of the universe, because everything will always follow physics. So in short, you can say that you are predetermined to do what you will do no matter what, and say that this implies in a lack of free will. But it's comforting to think that what you do with your thoughts, and if you'll give in to accept it as unavoidable, ultimately, are things that are up to you to decide. Even though what you will think is technically determined already, you will reach that conclusion yourself, in your own perspective. So there's no reason for us to think that we're doomed, when our very perception is that we are always in control of our thoughts. (edited)
